The short answer
These are not the same kind of thing. Ceramic describes a sol-gel coating; hard-anodized describes an aluminum body that almost always carries a PTFE coating on top. So the real comparison is ceramic coating against PTFE coating, with hard-anodized meaning a better body underneath. Choose ceramic if avoiding PTFE matters to you and accept that release generally fades faster; choose hard-anodized PTFE if you want the longest release and the highest coated oven ceilings.
The comparison contains a category error
Ceramic is a coating. Hard-anodized is a body treatment. A pan can be - and very often is - hard-anodized aluminum with a ceramic coating, which makes it both.
The reason people compare them is that retail listings present them as two alternatives in the same dropdown. Underneath, what you are almost always choosing between is a ceramic-coated pan and a PTFE-coated hard-anodized pan, because the great majority of hard-anodized cookware carries PTFE.

What the anodized body buys
Anodizing thickens the natural oxide layer on aluminum, producing a surface much harder and less reactive than bare aluminum. On a coated pan you never touch that surface, so what it buys is structural rather than culinary:
Dent resistance, which is why hard-anodized pans survive a busy kitchen better than stamped aluminum.
Warp resistance, because these bodies are generally thicker.
A less reactive exterior, which matters for appearance rather than food.
Typically a higher published oven ceiling - 430F to 450F against 400F on thin aluminum lines.
What it does not buy is coating longevity. The anodizing is underneath; the coating on top wears at whatever rate coatings wear at, which nobody publishes. That distinction is the substance of best hard-anodized cookware.

Induction rules out more than people expect
Neither anodized aluminum nor a ceramic coating on aluminum is ferromagnetic. Calphalon and OXO both publish that their standard hard-anodized lines are not induction compatible, and GreenPan's compatibility varies by line.
